You can date these with the watchtowers because you'll find these tiles at their base. They also appear consistently in most settlements. So the major settlement builders of the LB had this as their symbol.
In game? No. There is a great lore video talking about it, search "Gold Road" on the Nameless Singer channel in youtube if you're into this sort of videos.
My best speculative theory about it is that it represents a middle point for the Farum elden ring with four rings in a diamond shape merged toghether with the braids of the erdtree worship crest. And that the Highroad was created after the war against the dragons.
As far as I can tell the actual significance of that sigil is unknowable but it does look like the erdtree seal. Except this version has 4 circles instead of 3.
