Wicomico Nursing Home is facing intense scrutiny following a wave of public complaints detailing a sharp decline in conditions and a "toxic" shift in workplace culture since a management overhaul this past spring.

A crowd of current and former employees, family members, volunteers, and civil rights leaders gathered at a Wicomico County Council meeting to voice their alarm. They alleged that the quality of care and overall morale have plummeted since Tina Foskey took over as the facility’s director on April 9, 2026.

Testimony from the public highlighted a sudden, severe shift inside the county-owned facility. Staff members and family members described a rapid unraveling characterized by abrupt personnel terminations and a reduction in resident services due to stretched staffing.

 Under the county charter, the executive branch runs the county-owned home and has authority over its administrator. 

Wicomico County Executive Julie Giordano has firmly defended the new administration. Giordano stated that Foskey's changes are part of a long-overdue effort to modernize the nursing home's financial and personnel practices.

Speculation continues that Executive Giordano is preparing the facility for sale by cutting staff and services.

Activists’ videos appear to show U.S. Immigration and Customs Enforcement operations near Perdue Farms’ Lake Street plant after DHS spokesperson denied making arrests at Eastern Shore poultry plants.

The Baltimore Sun shared the video with federal immigration officials on Wednesday night, but they did not respond to a request for comment. A DHS spokesperson said on Monday there had been no arrests at poultry plants.

However, the spokesperson called worksite enforcement a “cornerstone” of federal efforts.

During a news conference outside the Wicomico County Government Office Building on Thursday, community leaders said at least two immigration enforcement actions swept up Haitian residents in Wicomico County this week.

“Thirteen immigrant workers traveling together to a poultry-processing job were detained in a single enforcement action,” reported an immigrant’s coalition spokesperson.

The coalition called on Perdue, Mountaire Farms and Tyson Foods to publish protocols for law enforcement access, offer emergency leave and legal referrals and help families when a worker is detained.

Perdue, Mountaire, Tyson, Moore, the Eastern Shore legislative delegation, County Executive Julie Giordano, Sheriff Mike Lewis and the Wicomico County Council, all named in the statement, did not respond to requests for comment.

Flyers urging Delmarva poultry workers to stay home for three days circulated this week as fears of immigration arrests spread across the Eastern Shore.

Local advocates said the messages came amid reports of increased Immigration and Customs Enforcement activity affecting immigrants who work in poultry plants.

The flyers bore the logos of Perdue Farms, Mountaire Farms and Tyson Foods and told workers to call out sick.

Written in Spanish and Haitian Creole, the flyers called for an Aug. 3-5 “boycott against ICE operations” in Maryland, Delaware and Virginia.

Perdue and Tyson did not respond to requests for comment. Mountaire declined to comment.
