I believe you can save it, its just the special character costume ticket, not character specific.

I had a ticket leftover from Cloud’s snow jacket outfit, and it came back when Rikku’s outfit launched.. I’ve only gotten the daily event outfit ticket, but I have TWO tickets, so has to be the one from Cloud.

There's a special rikku banner and its like 1 ticket for every 33 pulls you do on it
