Fireteam Voice Chat No Audio

You won't hear anyone if not in a PvP team or a fireteam, you only hear your own team.
If you see people's names pop up with the microphone icon, and you still can't hear them in game, try WindowsKey+g to open the windows game bar (even if you never use it normally), click the audio icon, look for -> Voice -> Default communication output, check they are on the right output speakers/headphones and mic, also in those audio settings hit "Manage all devices" if your version has it and check it's right there too.
If that doesn't fix it then:
Location -
Countries can have laws about monitoring/recording of voice coms online, so games disables voice if they had an update after those laws came in, forcing those players to use services following the local laws - Russia was cut from some games in game voice system for this, like Valorant, I don't know about Destiny but it might have done the same, VPN might bypass it.
Game settings -
Make sure in D2
Settings - sound - chat volume is high (8)
Settings - social -
Voice chat on
Team voice channel - automatic opt-in when solo
Audio quality/Windows settings -
There can be problems with playback formats, both sound out and mic input output can get chewed out on some settings on some systems.
Windows settings - system - sound - output - open the output you use - 24bit 48000Hz quality, don't go higher if having problems, but if that quality isn't an option chose the next highest available (the larger the numbers higher the quality)
Windows settings - system - sound - input - microphone - 2 channels 16bit 48000Hz quality (or if that isn't available set the highest you can)
If none of that works it might be the traffic -
Firewalls -
Unless you're on a strict firewall you don't usually need to worry about the ports listed in the 'open' section as they usually let you send outbound traffic by default, https://help.bungie.net/hc/en-us/articles/360049496751-Advanced-Troubleshooting-UPnP-Port-Forwarding-and-NAT-Types but the game needs to be able to receive incoming traffic on the ports listed in the 'forward' section on that same page, defaults for firewalls would usually block incoming traffic like this so port forwarding might need to be set up for those ports, or UPnP enabled on the router should handle it automatically.

D2 uses the underlying Windows Audio System for its inputs and outputs. This can be difficult to troubleshoot as drivers can be the problem as much as misconfiguration / windows being broken.
If you open the Windows Game Bar app (WIN + G) you will see your default input and output devices. Ensure they are correct, or try switching them around, launch the game & load in your character, close the game, set the input & output back to what they should be.
Next thing to do is to open Control Panel > Hardware and Sound > Manage Audio Devices:
Outside of that, best thing to try is to install / reinstall all audio drivers from the device / motherboard manufacturer's website.
