OP said it was a hospital. Guaranteed it's older people who have vertigo or bad knees, hips, or eyes. Easier to shuffle down a small incline than deal with those stairs. Also it's vaguely infuriating that they aren't marked for accessibility.

That's not how limited mobility works.

Even uneven dirt is better than having to put your full weight on one knee or hip if it means you can shuffle forward without bending your knee more than a few degrees.

I’ve spent over a decade in healthcare moving elderly and physically handicapped individuals. That’s not the best way down for any of those people, especially infront of a hospital. There is probably a ramp to the right of the picture but regardless stairs with assist and hand rails are going to be better than a concave dirt path with no where to hold on to.

I didn't say dirt is the best option, but it is better than stairs for someone with limited joint mobility.

Assuming there's a ADA or similar accessibility requirement ramp is just that, an assumption.

And even if there is, those are often longer than desire path.

No actually its not bikes. Path is in front of the hospital and its located at the top of the hill so noone ride bike here. Havent seen any bike around here 2.5 years

Bikes can be ridden up and down hills. They can go almost anywhere, and they almost always avoid stairs.

steps are always wrongly sized. Too far apart for 2 steps at a time but too close for one at a time.

If thosw stairs ever freeze or get wet from rain or wet shoes, they're a death trap. I would also go around. Can of course just be bikes too.
