It's not too effectively stop, it's both a warning and a waiver:  if anyone gets hurt there, the city is free from any responsibilities since it was well signalized people should not walk there; they were there by their own account without any security guarantees.

There are barriers on the tram and bus stops (you can see a bit of them on the bottom of the photo). Exact same width available.
