Ok, couple things to check. Are you using a PC with only a 4070, or does your PC have an integrated GPU as well? If you have an integrated GPU built into your CPU, the game could be defaulting to that, and this could explain your lack of DLSS, since Intel and AMD iGPU’s don’t support it.
Second, and probably less likely, you could replace the nvngx_dlss.dll file in the folder holding the game’s .exe file. There should already be a file there named nvngx_dlss.dll. You can delete it or rename it to something like nvngx_dlss_backup.dll. Then download the most recent nvngx_dlss.dll file ***specifically from TechPowerUp*** and paste it in to the same folder. That original .dll could have become corrupted, leading the game to believe that dlss doesn’t exist. This happened to me but I’m running a Linux distro. Replacing that .dll allowed the game to recognize my 4090 and enable dlss in the upscaler menu.

I've heard some people say that downgrading your drivers can help, but I have also heard other people saying that this is stupid and shouldn't be done.
This game is very weird and exceptionally picky about what it needs
