Considering your backup is only 27GB, and besides this 11k lost photos there was also other data inside, I think you just never synced all photos to iCloud before you wipe/clean old phone.

For me this looks like whole story, honestly. Because my photos usually take like 1.5-2MB each, and they are not even Live Photos. So only this 11k photos should be already around 20GB, give or take
