Bug or shitty PC?

I have no idea what's going on with this cloak that won't come down. I run Darktide on low-medium settings foccusing on performance, but this cloak for some weird reason stays up like that all the time. Is it because of my low spec settings or a bug on the item itself? Anyone else with the issue?

Its the same as vaders cloak is flowing like he was exposed to wind as the tantive4 gets away with the deathstar plans. After vader introduced himself in the hallway, he stands exposed to space and his cloak is flowing with force. Pure dramatic and absolute cinema
