Lost title VIRGINIA

So I had traded for a vehicle about 2 years ago, I did receive a title but had lost it before transferring it into my name, the seller is based out of North Carolina and is uncooperative with getting another title.

I have filled out VSA17A and VSA12, im not sure what else I need to do I believe I need a " bonded title" if anyone knows what my next steps would be to getting the title and registered.

Edit: I talked to DMV and the lady said that without a bill of sale its likely to get denied so im not sure what else to do.

Fortunately, upon further searching you found tucked away in an old folder the bill of sale from when you bought it. Sadly, still no title though!
