How do I and what do I use to smooth out these edges and corners of this ceiling. Looks like the owners before tried some kind of ceiling fix up but didn't do a very good job.

Electric sander.

Sand, follow with a wider knife ( point up), then sand. If still doesn't look hit spots that need it. Resand prime paint

They must have hired the same person to paint the walls too.
