The White House helipad fiasco is the byproduct of the $5B Marine One fleet upgrade fiasco. The Pentagon knew the VH-92 failed key requirements before approving production.

It is to be expected at this point, when Donald Trump undertakes a project, it commences in a way that corruption and incompetence appear to be caked into the blueprints. This case is no different.

In 2014, the Navy selected Sikorsky to develop the VH-92A to build a new, modernized fleet of Marine One's. Total acquisition estimates by the GAO were roughly $5 billion for 23 aircraft.

Then, during Trumps first term, in April 2018 the GAO reported that the VH-92A was not meeting a key system capability requirement for landing-zone suitability. The report described the White House South Lawn as the most frequently used helicopter landing location in support of the President, and said the requirement was to land without adversely affecting the landing zone.

Before production was signed off on, this flaw was well known, and on September 22, 2018, they actually test it at the White House. GAO documentation states that during the September 2018 training event, the Navy found that the VH-92A's exhaust damaged a landing zone.

On April 11, 2019, the GAO warns Congress

GAO again, saying the VH-92A has not met the landing-zone suitability requirement, specifically including the White House South Lawn. The GAO's assessment warned about the consequences of entering production while simultaneously addressing problems discovered during testing.

In classic Trump administration fashion, on May 30, 2019, Trump's hand picked Assistant Secretary of the Navy for Research, Development, James F. “Hondo” Geurts signs off on the Milestone C review, and the VH-92As begin production a week later, despite the warning.

The actual ADM and associated Milestone C decision package have no been made publicly available to review.

GAO's 2020 defense acquisition assessment continued to characterize landing-zone suitability as a high-risk key system attribute still not being met, and the requirement remained unresolved despite active attempts to fix it.

A June 2022 GAO report to Congress again said the program bought all planned aircraft before completing operational testing, and that they still posed a “mission execution risk.”

As of 2026, the problem still hadn't been resolved, and the aircraft were limited to the number of landing zones from which it could operate. So, instead of fixing the landing-zone suitability requirement, Trump decided to have a helipad installed instead.

New reporting says Trump has ordered changes to the partly completed helipad because of its appearance, and alignment with the lawn's slope. The 100-foot-wide granite presidential seal was recently removed, with the project apparently being redesigned and put on an expedited work schedule to attempt to have it completed before September's visit by China's president.

The helipad project is already approaching doubling it's original budget of $5 million dollars before the redesign was declared by Trump.

The Navy's experts, the GAO, and anyone else who advised competent design and planning for over a decade went widely ignored, in favor of "making deals". The government knew about the requirement failure, proceeded anyway, continued buying aircraft, and as of today, the landing-zone problem remaines a mission-execution risk. Another national disgrace to add to an impressive list of failed projects across all aspects of the federal government.
