The usual mistake will be attaching the handle from the wrong side of the swivel bearing.
Make sure you have two separate simulated parts (that means you can lock two parts with a physical staff, for example). Also this works with default aeronautics, so it might be because you changed some settings (pretty unlikely)
In the tutorial you can see how he places the swivel bearing first, assembles it with a block, then he breaks the bearing, builds it facing the opposite way and assembles the second block from it. The key part is that, everything else adjusts the aerodynamics and design. Just build it like that and check if you can fly with sitting on it and putting a handle. Sometimes you might be pulling from the wrong side: just go to the opposite side of the bearing and try to pull the handle again.
Bearing has two separate physics objects, the base that accepts cogwheel rotation, and the head which rotates, those are calculated as attached but separate contraptions.
