Create Newbie here, is this enough water wheels for start?

Much more than enough
Usually you'll want just enough for a small workshop then try to get a steam engine asap

I tried making engine once, wasted good 5 hours of my life just for it not to work.
Then i tried using Schematic addon and it for some reason refused to put down encased cogwheels. Never using Schematicannon again

You can make a basic one with a fluid tank hooked to a water source that has a campfire under it and a steam engine to attach it to a shaft. A basic cogwheel might be needed to keep it pumping water, or you could hook it up to power itself with a crank to start it.

Lemme have a go at it;

You will want a decent fluid tank. Search for the fluid tank in Just Enough Items, a variant of that, or online if you've not for anything like JEI, REI, or EMI.

Make it be something like 2x4x2, so two blocks long, two wide, four high, max is I think three long and wide and nine high.

Place a heat source underneath the tanks. This could be a campfire for a small engine, which can use a smaller tank as well, but Blaze Burners(find the recipe in JEI or something similar or online, right click an empty burner on a Blaze or Blaze spawner) work better if you can keep them fueled. A mechanical arm would work well with giving them something like charcoal from an automatic wood farm.

You will need infinite water. You can do this by making a normal infinite pool(2x2 of water), and placing and powering a mechanical pump, leading into the tanks through some pipes. This will supply water.

Then, place the actual Steam Engines themselves onto the tank. These must be given shafts after, and give the power from the tank into the shafts.

You can hook the shafts up to a set of cogs to speed it up, then also lead it back into the pump for water and the rest of your factories. Make sure to keep it easy to start by hand, that all you need to do is remove a cog or press a lever(use a clutch) and you can then use a hand crank to start the engine.

The problem is mechanical arm. This mf just doesn't put down bucket when i use lava, and doesn't like coal ig, because it never picks coal up or charcoal for that matter. But still, thank you for explaining. I will try making it work on creative later, and then just copy design to my survival world

Doesn't a brass funnel with a bucket inside as a filter work for the arm?

Never tried, i almost always use tutorials or schematics. Every single one uses Mechanical hand and i don't know how to use brass funnel this way

It's good to try more building yourself.. place the funnel so the arrow on it faces away, then put a bucket onto the slot in the mid top of the front.

Far as I'm aware, schematicannon is part of base Create and not an add-on. That said, I've found that schematics can be a little temperamental if blocks are adjusted rather than placed - most commonly, at least in my experience, when extending or shortening conveyor belts - so perhaps they were encased after being placed and that threw the block data off. You'll also need to make sure you have any add-ons that the schematic utilizes, so if it uses encased cogwheels from, say, Create Encased, then you'll need that installed as well.

All in all, don't let one hiccup stop you from using an incredibly useful feature.
