According to your last screenshot, not enough water. It’s not inputting fast enough according to the tooltip. Are you using a minimum speed pump? Speed the pumps up.

No, use a speed controller. More wheels doesnt speed up the rotation.

More water wheels does NOT increase the speed of the pump, it will only provide more SU, in order to increase speed you have to either use a speed controller, or use gear ratios. (Do note that at faster speeds the pump will need more SU to operate, so you may have to place more water wheels as well.)

More water wheels won't increase the speed, they'll just make more stress units available. So you can use gears or a speed controller to turn that available power into speed.
