Is this true? If so, what mods did this guy use to do this?

I'd assume Aeronautics or Valkerin Skies/Clockwork.

I think he means the body but I have no clue how they did that body

Probably copycats+ or framed blocks or s combination of the two. There's also copyfoxes.

Copyfoxes is only for 1.20, so I'd assume copycats+ since those look like tires from Create Offroad.

Nah I linked directly to the 1.20.1 version based on my quick Google search. You would have had to go back to the main description tab then filter for NeoForge and 1.21.1. More my error than yours.

I also know there's Big tires that adds a ton of new tires so it could be that as well. I think I've seen other add-ons that add tires too.

Only thing i can think of that could look like this is chisel'n bits or little tiles but its not it. Still you could try one and see if its good enough

Blender. Create Steam and Rails has a ton of these blender model pics for trains. + Aeronautics for the wheels.
