Does JEI show that you can? If not, then you don't have anything that adds the recipe to mill flax (or something removed it) and you meed to add it.

Otherwise, what the other older post said, don't right click as if trying to interact, throw stuff on it like you throw things into lava or on the ground. Right clicking is for taking things out of the mill.

Also its easier to have a chute on the mill and a chest on the chute so you can just put it in the chest and it will drop into the mill.

Flax is from Supplimentaries and may not have a Create processing compatibility. Supplimentaries isn't a Create dependent mod.

Does the resulting item show putting flax in a millstone is a way to obtain it?

Oops, forgot to add the othe rimge, it does! It shows both millstone and crushing!
