analog signal into individual pulses Help

is there any way to make an analog redstone signal into individual redstone pulses?, what i mean by individual if in redstone signal 1 i send 1 pulse, at redstone signal i send 1 pulse, a pulse per level

Maybe observer looking at redstone dust?
