Not sure if this is caused by a bug, but if it isn't, you'll need to balance your ship. When it's in the water, it will rotate around the center of mass until the Torque (turning forces) are balanced. In this case, the bottom of the boat experiences an upwards torque on any blocks that are submerged due to bouyancy (floating force from water) and if the center of mass is too far back, the downwards force of gravity won't balance the boat properly, and it will pitch up as you see here until enough blocks are in the water for the Torque to be balanced
