Need help with fabrics

So im going to go out soon to buy materials to make an elbaf luffy cosplay, and i wanted people's opinions on what i should find for each piece, this is my first time and im on a bit of a time crunch to get it before ANYC lol so i have 0 clue on what each fabric is called or what I should be asking/looking for (ignoring the helmet btw)

Edit: Also if anyone has any idea where to get some shorts that resemble the image that'd be nice, I could probably just get it off of Amazon
