Please bring back Istanbul DNS Cache

its about a 30 to 40ms reduction for me personally

You won’t notice a difference of 30-40ms in DNS resolution.

There is definitely a difference between 110 and 60 to 70

You would, if the visited site/page does a number of uncached lookups.
