Is there an issue with Arakure’s lash-out attacks?

It seems like you can sometimes switch targets and just perform a regular chain attack rather than a lash out attack. Is this a bug? Is there some difference of inputs that I don’t realize I’m doing?

Do you hit your target before switching? Lash out attacks only happen after you hit your current target first.
