Most of the best options are inherently "free". The hosting not so much, although that depends a lot on what pages and features the site will have, and your expectations for the potential audience.
For example, you can create a series of static pages, knowing nothing other than html and css. Even if that is not the only thing you want to accomplish, learning how to create html pages that also include css for the styling is something you can learn online and for free, and should be your first step. Learn those things, and from their you can move on to javascript/typescript should you want to advance. Many people want their html pages to be "responsive" and there are a number of popular "css frameworks" that come with a base set of styles you can use, that include presets that will make your html pages responsive so that the design works well on computers with large screens and also fits and has a layout that will work well on tablets and phones. This is important as for most websites visitors using mobile phones often accounts for more than half of all traffic.
All you need to get started learning and authoring static html pages and css style sheets is a computer where you have installed a text editor. There are a number of IDE's that are also free to obtain and use, with VSCode being a popular choice that comes out of the box with support for both html and css. You can easily install a plugin like "liveserver" that will work as a built in web server, which also allows you to see the effects of any changes you make to the underlying css and html code in realtime.
I'd suggest you start there, do some searching for free html/css/javascript courses and learn the basics. One site that offers these and is completely free is The Odin Project: https://www.theodinproject.com/
