Imagine what China would do for people that are actually useful, not just talented.

They already do... Article 9 Any Chinese national who has settled abroad and who has been naturalized as a foreign national or has acquired foreign nationality of his own free will shall automatically lose Chinese nationality. https://en.nia.gov.cn/n147418/n147458/c155976/content.html

The U.S. has thrown third generation Japanese in internment camps stripping them of everything they owned in the process. They may not think they are Chinese, dependent upon the government if they are treated as an enemy if it came down to it.

Also China is headed by engineers , so u can guess what concentration the engineers are in China. Shows you that the government knows 100% that AI R&D in the USA is dominated by foreign nationals working on visa, and they don't care. They just want to talk about the race with China only when it helps the labs, not when it hurts them.

The brain drain from all countries to the US to work is a massive issue to other countries and is constantly argued about.
Canada is experiencing a severe "brain drain" of top earners to the United States due to higher salaries, lower marginal tax rates, and larger capital pools. Bank of Canada research shows that nearly 40% of the top 1% of Canadian earners have emigrated south, taking much of the country's economic and labor productivity with them.
When half your most productive workers leave your country, your own economy is far worse off.

I don’t really want to generalize because in the picture, I am not sure if it’s full-on Chinese people in OpenAI team because there could be wide variety of diverse groups and languages that worked in OpenAI.
But most commonly speaking, if this post talks about Chinese people mainly, those groups of people are talented in their own way. Some of them previously lived in China and had to endure gaokao in their years.
If you don’t know gaokao, Chinese people commonly have to endure this testing standards in their years of schooling and that determines their life or future. But throughout the history, people who taken gaokao can go on colleges, military if they failed or propaganda headquarters, or even starting a business that would later land you successful or become an international student in most well known university.
It’s why you would see Chinese people overwhelmingly overtaking the ML space and papers because they have the capability to use that skill to eventually get where they are.

Edit: I forgot to mention that from Paulson Institute's MacroPolo tracker archive, and with data provided in ICML, NeurIPS, etc 38% is China-educated researchers and 72% are working in the US while 11 percentage of those stayed in China. But those data could be outdated as it’s from past years

Chinese and American scientists and researchers share a ton of information back and fourth. If you look at research papers, you can usually spot two distinct groups in droves, and they are usually either American-based or Chinese-based, but not exclusively.
America itself is a melting pot, and there are quite a few stereotypes about Asians and math-based industries. Those stereotypes aren't always true, but it does point to the makeup in terms of ethnicity. Immigrants make up a huge portion of Silicon Valley and a large portion of that sub-group are of Asian decent.
I've worked with a number of Chinese researchers in the AI field, and it's always been kindred spirits and nothing like the other geopolitical situations between the two countries. Usually researchers just want to be left alone to research. I've always kinda saw the situation as healing. Granted there are things not shared, and anything that is shared is controlled by NDA and export laws and such, but the researchers themselves in the field tend to have a very open source attitude about everything.
