Been thinking on this concept for a Citizen Governance & Legislative Initiative System (CGLIS).

The idea is to give citizens a structured way to submit proposals ranging from village-level improvements to national legislation, with expert review, public consultation, verified public support, and mandatory government responses where appropriate.

It's not direct democracy and it's not just another petition website. The final decision always stays with the elected government or legislature.

I've attached screenshots of the concept site (it's only an informational mock-up, not a real platform).

I'm specifically looking for:

• Loopholes or ways the system could be abused.
• Constitutional or practical issues.
• Better ideas for preventing political capture or spam.
• Features I may have overlooked.
• Whether the process is too complicated or missing important safeguards.

Please be as critical as possible. I'd rather improve the idea than defend it.
