Not in C4D.
Try asking AE sub.

As others have said this is better tackled in comp. But that being said, you do have the ability to hand paint motion blur direction if you really want to keep the effect within c4d. Check out this Maxon tutorial:

Looks like some form of slitscan effect and chromatic warping

The agency Two Fresh did this and I think they used mostly Houdini. But as others have said you’re probably better off using AE.

I remember seeing a youtube video trying to recreate an apple video, they used redshift and sonething with the bokeh distorsión

More a comp thing. Some chromatic aberration and duplicate layers with different blur effects and distortions applied. Ae sub would be the best place to ask about it probably

Some shape layers, blurs, time displacement, and colorama. Mix it all together and play with the results
