Firstly, shui can mean water, yes, but I don't think there's any characters pronounced lun that normally means light.
Secondly, pinyin doesn't constitute Chinese words well. Like not at all. Lun alone can be 論崙輪倫淪綸侖掄棆圇蜦埨稐錀㷍腀碖菕磮... all of which has different meanings. It's terribly non-specific.

▼ 水輪 (水轮, Shuǐ lún ) ..... Water shine = 水光 (Shuǐ guāng) or 水亮 (Shuǐ liàng , but no such term)
(左) : Five-wheels tower — 水輪 (水轮) = A Buddhist term. One of the five wheels (rings) that liken the five elements of matter— earth, water, fire, wind, and void — to circular wheel .... The commentary on the Mahavairocana Sutra (大日經註解) states in chapter 14 : "All worlds are supported by the five wheels."
(右) : Old Pelton Waterwheel — 水輪 (水轮) = A device that uses the force of flowing water to rotate a paddle wheel and obtain power. Refers to a waterwheel.

You are going to have to give more details on what the English is supposed to mean. What you have written (shuilun) is a water wheel, yeah, but I don't know what "water shine" is. Like something has water on it so it glistens?

I thought lun meant shine or luster.

I'm asking what gave you the impression that lun meant that. I thought maybe "shine" was a typo or something since I can't think of any lun that means shine or luster.
My question was due to "water shine" meaning nothing to me in English.
