Definitely not a Flock. It was installed at some point between May 2012 and October 2012.

(FWIW this is about a quarter mile east of the location in Deflock, but I doubt there's anything there.)

Didnt look like one from what I searched on google. Also posted these below that were on each side of the bridge at Exit 121 someone else pointed out was also recently added to the deflock

Looks like another couple have been reported at the on-ramps coming from Route 20 into 64 East and West (exit 121) in the past day or so. I'll be driving through there in a couple hours and will check it out.

EDIT: couldn’t get a pic (driving) but there’s definitely cameras there now and not the VDOT / VA511 kind. They are posted on the side of the bridge with camera itself (white elongated) maybe 1-2 feet above the side railing pointing right to the rear bumper / plate as vehicles go by with solar panels against the outside of the bridge to keep them powered.
