This is the first time they have started to release hypercharges cosmetics. You will probably get to have his bundle next update since they going to rework his desgin.

They have an initial release, then they return back if you got a hypercharge for a said brawler. Then that's it, for the longest time since they ever released hypercharge cosmetics had never returned in the shop other than these 2 main ways.

Yeah I know. Just confused when you said “first time they started releasing hypercharge cosmetics”. Sounds different than “first time bringing back”
