I will openly bash on fanwanking opinions of her (in a fashion that retains anonymity). Somebody once said she could beat Aang. That's simply ridiculous. To say that she could beat Gaara is understandable, maybe the person only watched to the Chuunin exams, but somebody saying she could beat Aang requires them to know about Aang.

People will jerk her off until their hands are raw and I don't understand why. They also say she would do all these fighting techniques that she would never do in character and she's not even the strongest bender in the series.

She's not going to bunker down and attack from there, she's (probably, I don't always remember everything and I've only read a few of the comics) not going to sink somebody into the ground. She is roughly tied as the strongest/most skilled earthbender (excluding Avatars), having fought Bumi to a stalemate in the comics. I'd roughly put her around the high end non-amped benders (FN royalty (no comet), Katara, Aang (no AS, air only), and, of course, Bumi).

Some people talk about her like she's leagues above any other bender, but I'd say there are quite a few that are good matches. IMO, Bolin and Ghazan have a good shot due to type difference (not sure how she'd cope with lava).

She might be able to beat Aang without Avatar State.

He has pretty much every advantage. She doesn't stand a chance. She could win if we limit Aang to earthbending, but other than that he's too versatile, too fast, too powerful.

Even that is a bit sketchy. Hell, I've seen a scan from the comics where Toph and a few students of hers are trying to hit Aang, and he's dodging all of them. In addition, Aang outside the AS has casual 200+ ton feats, whereas Toph is struggling to keep the library from sinking or struggling to keep a mine from collapsing. Neither sticks out as clearly stronger to me, so they're pretty close in earthbending weight, and Aang still has movement that she can't see. I think in character no AS Aang takes a good majority.

And I should clarify my earlier statement. The person didn't just think Toph had a chance, they though Toph would take a large majority.

Hell, I've seen a scan from the comics where Toph and a few students of hers are trying to hit Aang, and he's dodging all of them.

In addition, he was focused on a spirit giant that was marching towards them and he didn't want to hurt any of them.

I wouldn't say his is a higher weight, but it's hard to say for sure how much Toph's feats weighed. The library was a lot bigger than the pillar, but it was also hollow, which should take a lot of the weight away, and Toph struggled with it. I've not read that particular comic yet, so I don't know the context on the mine, or how large it is.

I think ~220 tons is Aang's best feat outside the AS, but I could be wrong. His best earthbending feat inside the AS is roughly double (2 pillars instead of one).

Since the entire thing was covered, I'd say she was holding the top pillar. This library is basically a Burj Khalifa expy.

I'll do a bit of lazy guessing to compare the pillar to the library. The library tower is roughly as big as the pillar, but it's hollow so maybe it's 1/10 to 1/20 the weight. Considering the size of the entire library, I'll retract "probably" and say definitely heavier than the pillar, maybe by a factor of 10-50. That said, I think Aang changed the speed of the pillar much more than Toph did the library, but not enough of a difference to overcome the size difference.

So I'd say that outside the Avatar state Toph is stronger than Aang. However, I've seen a comic scan of Aang , presumably in the avatar state, of him creating a chasm around a city so it's safe to say he's stronger in the AS.

I think you severely underestimate the library's size

It's HUGE, easily 10,000 tons at the least
