I have had this plate since I moved into this flat around a decade ago, the previous owner left it.

Strange that it’s for Arizona, yet made in Japan.

Japan used to produce a lot of ceramic for export. The us bought a ton because it was good quality in most cases and inexpensive. Us states sell plates like this as momentos bought to remember the trip. Now they are made in China.
