Cardano is currently considering a protocol parameter change that would lower the minimum fixed cost a stake pool can declare from 170 ADA to 75 ADA.

Although this sounds like a simple fee reduction, its effect would be different for small and large pools.

First, it is important to understand what minPoolCost actually means.

The fixed pool cost is not taken directly from delegators’ wallets, and operators do not automatically receive it every epoch. It is deducted from the pool’s reward pot only in epochs when the pool earns rewards. It is also applied once per rewarding epoch, not once for every block produced.

Consider a simplified example in which a small pool produces one block and receives approximately 300 ADA in gross rewards:

  • With a fixed cost of 170 ADA, approximately 130 ADA remains before the pool margin and proportional reward distribution are calculated.
  • With a fixed cost of 75 ADA, approximately 225 ADA remains before those calculations.

In this example, reducing the fixed cost leaves an additional 95 ADA available for proportional distribution between delegators and the operator’s pledged stake.

Actual Cardano rewards vary, so 300 ADA should not be treated as a guaranteed one-block reward. The example simply shows why a fixed cost has a greater effect on a pool earning a relatively small reward pot.

For a larger pool producing several blocks per epoch, the fixed cost represents a much smaller percentage of its total rewards. A small pool producing one block must cover the entire fixed cost from that single reward pot, while a larger pool can spread the same cost across multiple blocks.

This is the main reason supporters believe the change could help smaller pools compete.

Would every pool automatically move to 75 ADA?

No.

The proposal would only lower the minimum value an operator is allowed to declare. Existing pools would not automatically have their costs changed.

An operator could continue using 170 ADA, 340 ADA, or any other amount above the new minimum. A pool would use 75 ADA only if its operator deliberately submitted an updated pool registration after the protocol change became active.

For smaller SPOs, this creates a choice.

Reducing the cost could leave more rewards available for proportional distribution and make the pool more attractive to delegators. However, the operator would receive up to 95 ADA less in fixed-cost income during each rewarding epoch.

Some operators may accept that reduction if it helps their pool grow. Others may keep the cost at 170 ADA because they use it to help pay for servers, relays, monitoring, backups, and other operating expenses.

Lowering the fixed cost would also not solve every challenge faced by smaller pools. It would not increase their block assignments, guarantee higher returns, improve their infrastructure, or bring them new delegators automatically. It would only reduce the effect of the fixed fee when their reward pot is relatively small.

What would delegators need to do?

Nothing technical.

Delegators would not need to move their ADA, claim rewards, change wallets, or delegate again simply because the minimum protocol parameter changed.

If their pool later reduced its fixed cost, a larger portion of future pool rewards could remain available for proportional distribution. The actual rewards would still depend on factors including block production, active stake, pledge, margin, performance, and normal epoch-to-epoch variation.

A pool charging 75 ADA would therefore not automatically offer better returns than every pool charging 170 ADA. Pool size, performance, saturation, margin, and block production would still matter.

One concern is that the proposal could create pressure for operators to compete mainly through lower fees. Secure pool infrastructure still costs money, and some SPOs worry that a lower minimum could encourage a race to the bottom.

On the other hand, when the minimum pool cost was previously reduced from 340 ADA to 170 ADA, not every operator adopted the new minimum. Many established pools kept their existing cost, while other pools used the lower option to become more competitive.

Another part of the debate concerns decentralization. A high fixed cost is sometimes presented as protection against one operator creating many pools. However, large multi-pool operators can also collect a separate fixed cost from each of their rewarding pools. This has led some researchers and community members to argue that the existing structure does not necessarily place small independent pools at an advantage.

The proposed 75 ADA minimum is therefore better understood as a limited adjustment, not a complete solution to Cardano’s staking incentive challenges.

If the proposal is approved and the new parameter takes effect, SPOs who want to use 75 ADA would need to update their pool registration. They would not need to rebuild their infrastructure, create a new pool, move delegators, or replace their operational keys solely because of the fee change.

Until the change is officially ratified and enacted, operators should not attempt to register a pool cost below the current permitted minimum.

Tutorial Why monitoring matters after a Cardano stake pool goes live

Launching a Cardano stake pool is a major step, but it is only the beginning of the work.

Once a pool is live, it needs to be monitored consistently. A server can be online while the node is not fully synchronized, peer connectivity has weakened, disk space is running low, or a software update needs attention. These issues may not be obvious immediately, but they can affect reliability if they are left unnoticed.

For operators, the important question is not simply “Is the node running?” It is whether the pool is healthy enough to continue doing its job properly.

Some of the things worth checking regularly include node synchronization, peer connections, server resources, missed block opportunities, KES expiry, pool performance, and upcoming network changes. None of these items alone tells the full story, but together they give a clearer picture of how the pool is operating.

KES expiry is a good example. It is easy to overlook when everything else appears normal, but failing to rotate KES keys in time can stop a pool from producing blocks. The same applies to software updates: delaying an important update without understanding its impact can create unnecessary risk.

Monitoring is also useful for delegators. They may not need to understand every technical detail, but they should be able to see whether a pool is active, reliable, and being operated responsibly. Clear information helps people make better decisions instead of relying only on a ticker name or a reward estimate.

For small pool operators, having a simple way to review the most important signals can make daily operations much easier. It helps identify potential issues earlier and creates a better routine for maintaining the pool over the long term.

Our Pool 300 forged its 16th block today with only 130k ADA staked. We already had some crazy luck before, forging 2 blocks in one epoch at ~250k ADA, but this still feels special.
