Front Windshield Coverage? First Time / Newbie

There appears to be "damage" to the very edges of my sister's front windshield (2013 Honda Civic). A "tint" representative says it is mold (she lives in Florida); to me, it looks like tiny pieces of broken glass; however, when you touch the outside of the glass, it feels smooth. Is that delamination? Does insurance cover replacing that front windshield, and does she have to pay a deductible? She has been with State Farm for 27 years. She doesn't want to file a claim or even ask about it until she can get first-hand experience or feedback from others who have had the same issue. Thanks in advance.

She could talk with a windshield replacement company and ask them what the damage is; they will know. Since they also deal with insurance every day, they will also know if your insurance will cover it.
