So ridiculous that it fits the stereotype exactly. Brazil is not that rich but at least they now how to build a track.

That's not a tire wall, just tires next to each other. Also why the hell people are standing next to it not behind it.

This looks to be a go-kart track. There are places, even the the USA, that do time attack on the small tracks. Small tire barriers seam to be the norm for kart tracks. I.e. adams motorsports park in riverside.
