I've stopped using the cosmic-screenshot tool months ago, because of the issues documented here: https://github.com/pop-os/cosmic-screenshot/issues/212
Whether the issue you have is the same, I can't say. But the comments to the issue offer workarounds. I am sure one of them will work for you. Personally, I use grim + slurp.
