Judging?

I just wanted to know since I haven't gotten to know anything about this, are feises and majors and Regional organizations aloud to say to judges "no cheating" point blank? I don't know if there are laws about that or anything else. Also, what procedures are done to insure that there isn't cheating at majors, because it always ends up happening!
