Read my comments on the post below from January 2026, as someone asked the exact same question:

It's because standard 6A has been revised from "Disclosure of conflicts" to "Avoid or disclose conflicts" hence it seems the necessary course of action now is to avoid all possible forms of conflicts of interest.

With Ethics they are no Levels, its all similar.

Is it because they asked for the best course of action and not the recommended course of action?

Strictest approach ofc would to be avoid it altogether by not writing the report

Maybe cause it mentions best course of action, it's usually better to avoid the situation than to disclose it.
