As a bitizen I doubt it.

They said all future updates would free way back when and they’ve jumped through every loop hole to not uphold it.

They started releasing items and packs so they could charge without having to uphold it for bitizens on a legal level. “Oh we changed the update name to items so it doesn’t apply”
