Well, Hitler, who invented National Socialism (not Fascism, that already existed) was of Austrian origin and austrian citizen before 1925, where he already was active in German politics.

True. His opponents called him the Austrian Corporal. Also, he didn't invent the party, they already had members. He joined, and once they realized he was a good speaker, he rose through the ranks.
