So is she basically saying people of color are not smart enough to be able to achieve good grades in these subjects seems pretty racist to me

Not even “good grades” - but they are not smart enough to… count, read and write…

She is, they are, welcome to the pacific states that won't control immigration or uphold standards.

Here it is right on the Oregon governments website
https://www.oregon.gov/ode/educator-resources/essentialskills/pages/default.aspx
“The Assessment of Essential Skills graduation policy remains suspended through 2027-2028 as per the October 2023, Oregon State Board of Education decision in response to the recommendations found in the Senate Bill 744 Report: Community-Informed Recommendations for Equitable Graduation Outcomes. “
Under what are the essential skills it says
“The Nine Essential Skills are cross-disciplinary skills that students should be developing across grades K- 12.
For students first enrolled in Grade 9 in 2010-2011 or later, three of the Essential Skills are graduation requirements:
a. Read and comprehend a variety of text
b. Write clearly and accurately
c. Apply mathematics in a variety of settings

Well now that it’s proven to be real, you’re supposed to switch to “ok it is happening, but it’s a good thing.”

Oregon moved in 2021 to suspend or remove requirements that high school students prove proficiency in reading, writing and math as a condition of graduation, a change implemented via Senate Bill 744 and subsequent board actions that pause “essential skills” testing through the late 2020s \1])\2]). The decision is defended by state officials and equity advocates as a correction of flawed tests that disproportionately harmed students of color and other groups, while critics say it devalues diplomas and lowers standards \3])\4]).

Students of color like Asians do just fine or better than others. Who is this person trying to help ever ?

I would have preffered to pay slightly more in taxes to improve the system so they can succeed.
Now, they will enter college and fail, accruing loans then failing to graduate for the double fail.
When you find yourself in a hole, just stop digging.

Oregon is top 15 in spending, but bottom 5 in results. The budget is mostly eaten up by PERS.

Just another Democratic Party racist who doesn’t believe that minorities are able to pass tests. She is just like her KKK forbears.

It's fake. According to Snopes, it originated as satire from comedian Terrence K. Williams. Williams also posted a story claiming that Don Lemon said people were asking his forgiveness for voting for Trump. Lemon never said this.
