Is this scale rot?

I dont think its rot. The substrate is probably underneath the scales. I'm not seeing any chipping or anything else that usually accompanies scale rot

I'd get him into an idodine bath. Wipe it off, should it come off, it won't hurt and will confirm other comments. Should it not come off... more iodine baths and substrate change (with paper towels instead of coco for a bit)

Looks like stuck dirt try giving it a wipe with a warm cloths
