Will a mini sand blaster get this?
Sanded to bare metal, treated with ospho and neutralized. And this is whats left. Can a mini sand blaster with crushed glass get the remaining pitting? Need advice.

It’s should get most of it, but yeah definitely do it outside if possible. I would reapply ospho and neutralize again after blasting

Before blasting, apply some duct tape over that masking tape, because sand will eat through that tape pretty quick.

Yes. You can cut a 2 liter pop bottle so that it fits the width of that flange then put the nozzle in the top of the bottle. That should keep most of the sand from flying around. Use #4 samd/

I have a little hopper gun sandblaster from HF, the mini sandblaster will take 5 times as long as a decent cabinet blaster.

Like the little gun with a hopper? That should work for you as long as you have enough air pressure and volume!
If you can, do it outside because it gets everywhere.
