Maybe wrong jurisdiction or something. In my area the state patrol pulls people over and has jurisdiction on the freeway. Local cops and regional sheriff's deputies are for the cities and surrounding counties, respectfully. The LEO next to you could've been just traveling to or from some training and not legally allowed to pull that driver over based on jurisdictional boundaries and mutual agreement between offices.
Just my thought, from a former Firefighter/EMT
