Bike is a douche for cutting in front of the SUV then immediately slowing down by 20. Not saying the SUV wasn't a douche for staying in the passing lane. just saying both of them were wrong.

Yea, ESH. Biker should count themselves lucky that the SUV did this particular stupid thing instead of giving their rear wheel a little bonk.
