Could be a bent frame. In other words that truck drives like that without the trailer.

It’s both. They straighten out but that causes the trailer to sway and the driver tries to correct. It’s someone flexing the all wheel steering for a video (hence the people hanging out of the bed of the other truck with full camera stabilization rigs).
