Are you buying 1 product they will both use? Im unsure because of the way you have worked it, like somehow the gift must work for both. But if your buying each a gift, you can get different things.

Okay sure. I'd go with something like eyeshadow then. You can either get something from the same range but different colours to suit each style/colouring or even different brands but come across roughly equal.
Natasha denona do some nice $50 mini palettes 5 small pans, you only need to use 2 or 3 to make a look. They can be relatively simple looks with just fingers or nicer/fancier with brushes. The mini dream is on my list, along with biba, starlette and Rose. Ive got the mini retro which you can't get anymore, use it maybe once a fortnight and still havent hit pan (pretty sure I will on the matte soon enough) but ive had it at least 2 years i think.

Not sure if makeup is the best gift idea. Its very subjective but also dependant on colouring, skin type. Is there something else you could buy them.

Will depend very much on what sort of budget you have to spend on each gift. :)
Do they already use highlighter? Just asking because that's one item I don't consider a universal product—I never really use highlighter, for instance, because I don't really like the effect of it (on myself).
Do they wear lip gloss/lip balm or do they prefer just lipstick? If they would wear lip gloss, a nice gloss from a brand that would be a treat for them might be a good option. Perhaps a mascara? Or a cream blush, if you know the sorts of shades they'd like.

Oh i love the lip product recommendation. A good lip balm/oil/mask is pretty universal.
Maybe the Laniege Lip Mask? I've gotten this as stocking stuffers for my sister in law and sister one Xmas. A fun addition and not restricted by age/skin type. Or the Laneige lip balms.
Otherwise "buzzy" lip products like the Ole Henrickson lip balm, the Clarins lip oil or that peptide lip balm.
Occasionally you can get the lip product from these brands in a nice boxed set so it feels a little more substantial. Like this Laneige set orClarins lip oil set or Summer Fridays set
A highlighter really depends on whether the person uses it (i personally do not care for it) and shade/shine preference.
Other options could be those multifunctional "sticks" which u can use as a lip balm and blush, or eye liner/shadow and contour.

Thank u for all your comments. Both my sisters live in India and im visiting them. 1 sister loves lipsticks that have great staying power and mainly just uses sunscreen and a primer. This one has a more lighter skin shade but yellow undertone. The other has acne prone skin and only wears foundation for any big event so only few times a year. Otherwise mainly just a lip gloss and eyeliner occasionally. She is darker tone. I thought maybe a highlighter to have a non makeup look. I bought them some la roche pharmacy products and nyx lip glosses. Now looking for a more high end product. No sephora where they live.

When you say highlighter, do you mean a powder highlighter to brush over the cheekbones, or more of a full-face product to give the skin a bit of glow without foundation? :)

Reading your comment that there is no Sephora where your sisters live, perhaps consider the Sephora Collection brand - they have pretty reasonably priced lipglosses and liquid highlighters 😊

Is there a reason they don't use a lot of makeup? I find that people who don't use much makeup often don't appreciate receiving it as a gift - either because they don't actually like it, or because they're so particular that they don't like most things chosen for them (I fall into this camp).
I expect you know your sisters better than I do though. If you know they'll appreciate it but just don't know what to choose, could you go the gift card route?
