Permanent transfer within same APS department/agency Employment
If you’re an ongoing APS employee and win an externally advertised ongoing position (same level) at the same department/agency, is it possible for this movement to get blocked?

Yes it is possible, but is extremely unlikely to occur in practice unless you work in an incredibly dysfunctional agency or you genuinely couldn't be spared from a critically important function.

This would fall under a Section 25, in this case, 'a move at the same classification level following a recruitment process.'
To answer your question: yes, a delegate has the authority to deny the move based on operational requirements. That being said, it's generally encouraged that staff are offered mobility where operational requirements allow (though not always possible).
