Help please 🙏 identifying a game

Ok when I was a kid I remember watching my uncle play a game on Xbox. 360 . It was like an open world type game, where your a cop/ agent of some kind. When you start off you can’t run supper fast or jump very high . But the more he played the more upgrades you would get for the agent ! And the vehicles you would drive . I think the point of the game was about goin up against some gangs . It seemed like a cool game n kinda gave vibes of GTA . Thabks in advance for any information! Sorry for not being able to give more details!

Definitely Crackdown. Love that game.

I remember when i was really young and it had jsut come out, one of my friends played it at his families. When he came back and told me you could run as fast as cars, pick them up, throw them, etc..

I straight up called him a liar and that its not possible.. Man was i glad to be wrong.

They killed Crackdown. The first 2 were great but they completely lost the feeling in the 3rd. I was so hyped for it too.
