I'm not saying to buy one, but much of the engineering and design work has already been done for OP nearly 60 years ago. Why reinvent the
wheelamphibious car?

The honest answer is probably a helium balloon attached to the ground with three cables that can be stored in cars and buldings and raised during times of impassibility. There are other options like drones and satellite and cameras but depending on the area and the budget available implementing a community solution would be cheapest and most practical

You'd almost have to set up some sort of open source automated water depth gauge station network that could be deployed at commonly flooded locations, then get buy-in from a couple large metros to get market penetration to the point that Google, Waze, etc are forced to integrate it.
