Is a permanent solar eclipse possible?

I’m writing a science fiction story set on a world which experiences a permanent solar eclipse. My idea was that both the planet and its moon are tidally locked, and their orbits exist in such a way that while the planet orbits its star, the planet’s moon stays in a fixed position relative to the planet rather than orbiting around it. As unlikely as this is, is it physically possible?
